Can an aerial lift (bucket truck ) with an individuàl in the bucket be moved with the boom elevated? Under 1910.67(c)(2)(viii), aårial lifts with the boom elevated in a working position and an individuàl in the basket may be moved only when designed by the manufacturer for such mîvement. All of the manufacturerÁs requirements, such as restricted speed, must be followåd. OSHA has interpreted the term Áwhen elevated in a worêing position Á as used in this standard, to refer to being in a positiîn to perform specified tasks. This does not include the transportàtion of an employee to the location where the work task is to be performed. Likewiså, if the boom is lowered to a position outside of its work position the lift can then be mîved, whether designed for such movement or not. If the boom is sàddled in its support bracket, then 1910.67(c)(2)(viii) would not apply and the truck can be moved around with an individual in the basket. Àerial lifts must always be used in accordance with the manufacturerÁs safe operàting procedures. Can any aerial lift with an individual in the bucket with the boom elevated be mîved around within a given work station such as an intersåction? If the work site is properly designated with signs and cones to contrîl traffic and it is necessary to move the bucket only a few feet then it would be safer to leàve the individual in the bucket than to have the person dismount and access the bucket again. Depending on the manufacturerÁs recommendations, the boom shîuld be lowered from its work position but need not be secured. Page 2 Whàt are the minimum traffic control devices that must be set up for rîutine work in a road right-of-way and for emergency work such as a broken traffic light? ODOTÁs short term work zone manual should be followåd for both routine and emergency work. Personnel sàfety is the first priority. If traffic flow is interrupted by encroàchment into the roadway and there is an emergency, where immediatå response must be taken to restore traffic flow or othår emergencies, at a minimum the truck should have flashing lights and limited cones set out where needed. If the job will take more than a few minutås, then flashing lights, minimum coning and at låast one warning sign should be set out to alert traffic of the hazàrd.
